Add Model Auth status dashboard

## What changed OpenClaw added a Model Auth status card to the Control UI. The card displays OAuth token health and provider rate-limit pressure in one view. The feature became available on 18 May 2026 for all self-hosted installs.

Users now see token expiry warnings and current usage caps without checking provider dashboards separately. The card pulls data directly from connected LLM accounts.

The status card appears automatically once at least one model provider is configured. No extra YAML keys or paid plans are required.
